The Institute for Crisis Management (IKM) – Skopje participated in the Public Hearing on the Law on Donations and Sponsorships, pointing out that instead of encouraging philanthropy, the law in practice acts as an administrative bottleneck.
IKM proposed the following solutions:
- Faster procedures for public interest: Electronic submission, a digital registry, and application of the “Silence is consent” rule if the Ministry of Justice does not respond within 15 days.
- Legal certainty and tax relief: Adoption of a Single Mandatory Guideline from the Public Revenue Office (PRO) for clear accounting rules, as well as automatic exemption from VAT and other taxes for direct donations.
- Less bureaucracy and greater transparency: A unified annual e-report (One-stop reporting) for all institutions and a public database of approved donations.
