Project Experience

The Institute for Crisis Management (ICM) staff, has extensive experience in coordinating and implementing complex national and international projects in the fields of crisis management, emergency communications, GIS systems, disaster prevention, and environmental protection.

ICM Staff actively contributed to national disaster risk reduction platforms, take participation in Research, Publications, National Planning, policy documents, and academic publications. Its work includes guidelines for civil-military cooperation, scenario planning, and emergency management strategy development, demonstrating knowledge-sharing and policy guidance role, focusing on digital transformation, cross-border cooperation, and enhanced operational coordination in crisis response.

The ICM staff also played a leading role in regional cooperation, acted as Project and Technical Coordinator for the NATO Science for Peace and Security Project “Advanced Regional Civil Emergency Coordination in the Western Balkans”, implementing the NICS (Web GIS) platform in partnership with the MIT Lincoln Laboratory (USA). Under the EU IPA Cross-Border Cooperation Programme with Greece (2014–2020), the Center coordinated two key projects — HELP (Integrated Operations Center for Providing Humanitarian Assistance) and J-CROSS (Joint Cross-Border Cooperation for Securing Societies Against Disasters) — both focused on interoperable GIS-based tools for emergency coordination and joint response.

Also served as roll in Technical Project Management for the Next Generation E-112 Emergency Call Project, implemented under the IPA II program. This project modernized national emergency communication systems and introduced advanced call-handling technologies, ensuring faster and more efficient emergency response across the country.

In the field of disaster risk reduction, the ICM staff, was in role of technical coordination of GIS Project which developed an integrated system for forest fire prevention and early warning. Environmental protection and sustainable management were further enhanced through projects, supporting GIS-based conservation planning for the Lake Ohrid reed belt and Ezerani Nature Park. These initiatives improved spatial data management, produced thematic maps, and built local capacity through GPS/GIS training programs.

ICM staff participate in NATO EADRCC Exercises (“North Macedonia 2021”), Bosnia 2017, Serbia 2018 and last Bulgaria 2025 in a capacity of Head of Evaluation from NATO CPT. These exercises tested large-scale emergency response, cross-border collaboration, operational command, and information sharing.

Currently, the ICM staf continues to advance digital and data-driven crisis management systems of the Web GIS Project, addressing erosion and landslide monitoring, and the Disaster Loss Database Project, enhancing national disaster loss recording and analysis capacities.

In addition to project implementation, the Crisis Management Center has contributed to scientific research and knowledge sharing, publishing studies on GIS-based early warning systems, UAV applications for forest fire detection, and cross-border crisis coordination. It has also developed operational manuals and communication protocols that strengthen both local and regional preparedness and cooperation capacities.

Through these initiatives, the Institute for Crisis Management demonstrates a sustained commitment to building resilient systems, effective coordination mechanisms, and innovative digital tools that enhance the safety and resilience of communities in North Macedonia and the wider Western Balkan region.
